At the center of this battle is Colleen Bell, the Executive Director of the California Film Commission, a leader whose unique background has prepared her for a crisis defined by both economic realities and complex human challenges. In a recent conversation on the Finding the Frame podcast, Bell detailed the anatomy of the crisis and the multi-pronged strategy to bring Hollywood home.

A LEADER FORGED IN CRISIS

To understand Colleen Bell’s approach, one must look at a career forged in both Hollywood production and global diplomacy. Her journey began on the set of The Bold and the Beautiful, a show whose massive international success gave her an early lesson in the power of storytelling as a tool for social impact.

That foundation in communication and global affairs eventually led to her appointment as the U.S. Ambassador to Hungary under President Obama. It was a tenure that tested her leadership against the rise of hyper-nationalism and gave her a front-row seat to another nation’s successful efforts to build a thriving film economy. Consequently, this crisis management training proved invaluable when she took the helm of the Film Commission. However, this transpired shortly before the industry was upended by the COVID-19 pandemic.

As a result, that period also saw her “rethinking everything we do to ensure that Black lives matter.” This included questioning the role of armed police on set and championing diversity and anti-harassment initiatives within the state’s tax credit program. It’s a holistic view of leadership that addresses not just the financial health of the industry, but its social fabric as well.

THE ANATOMY OF RUNAWAY PRODUCTION

The current crisis, Bell explains, is the result of a perfect storm: the aftershocks of the pandemic, the 2023 labor strikes, and most importantly, the ever-increasing lucrative incentives offered by competing jurisdictions like New York, Georgia, and the U.K.

California’s current tax credit program, capped at $330 million, has been insufficient to meet demand, forcing the Commission to turn away qualified projects that then take their jobs and economic activity elsewhere. The recent award of $96 million in tax credits underscores this reality: of the 48 projects selected, 43 were independent films. While vital, this shows the current program struggles to attract the large-scale studio features and television series that provide long-term, stable employment for thousands.

THE $750 MILLION PLAN AND BEYOND

The newly approved $750 million annual allocation is the centerpiece of the state’s comeback strategy. Bell is quick to frame it not as a handout but as a proven investment. An economic impact study found that for every dollar in tax credits, the state generates $24.40 in economic activity.

Crucially, the funding boost is paired with a companion bill aimed at making the program more competitive. The legislation proposes increasing the available credit for a single project from 20% to 35% and gives the Commission leeway to add another 5% for productions in designated areas of economic opportunity. While the debate over “above-the-line” costs for major stars and directors is ongoing, these new changes take direct action. They seek to improve California’s effective tax rate and make the state a top contender for high-profile projects again.

THE FUTURE OF FILM IN THE GOLDEN STATE 

Looking ahead, Bell’s vision is about future-proofing California’s entire creative ecosystem. This includes supporting a potential federal tax incentive that could be “stacked” on top of state-level programs, a move that would dramatically improve the nation’s overall competitiveness.

She also envisions building more production hubs across the state, ensuring communities beyond Los Angeles feel the industry’s economic benefits. Her ultimate goal is to protect California’s identity as the undisputed entertainment capital of the world—an identity that connects inextricably to tourism, technological innovation, and countless jobs.

When asked about the vacant soundstages and the migration of even competition shows to places like Dublin, Bell acknowledges the changing landscape. The answer, she insists, lies in adapting. By modernizing the tax credit program to potentially include these non-scripted shows and continuing to match productions with available infrastructure, California can reclaim its competitive edge.

THE BOTTOM LINE: A BATTLE FOR HOLLYWOOD

The approval of this robust funding package is a monumental victory for California’s film community. It was secured through the tireless advocacy of filmmakers like Patty Jenkins and Cord Jefferson and represents a firm commitment from Governor Newsom to defend the state’s signature industry.

However, for the thousands of professionals still waiting for the phone to ring, this victory is a starting line, not a finish line. The policies must still be officially signed into law, and their effects will not be felt overnight. The fight to rebuild requires not just legislative action, but a renewed commitment from studios to invest in the state’s unparalleled crews and infrastructure. Colleen Bell has secured a powerful new weapon in the battle against runaway production; now, the real work of bringing Hollywood home begins.

One of the most innovative features of the URSA Cine 12K is its multi-scale sensor. This allows you to shoot in 12K, 8K, or 4K at the full sensor size, without cropping. This is a game-changer for filmmakers who need to deliver in multiple formats or want the flexibility to reframe in post without sacrificing resolution. 

You can even shoot in Super 35 or Super 16 modes, adding even more flexibility to your lens choices. This enables documentary filmmakers to shoot in 8K or 4K for faster data rates and longer record times while enabling VFX plates to be shot in the full 12K resolution.

BLACKMAGIC COLOR SCIENCE 

Blackmagic Design’s color science, honed through years of experience with DaVinci Resolve, is legendary in the industry. The URSA Cine 12K’s sensor is specifically designed to work seamlessly with Resolve, resulting in images that are rich, nuanced, and incredibly pleasing to the eye. 

The camera features the latest Blackmagic color science with specially chosen color filters to match DaVinci Resolve’s image science and processing.

HIGH FRAME RATE CAPABILITIES

The URSA Cine 12K is no slouch when it comes to slow motion. It can shoot up to 80 fps in 12K, 144 fps in 8K, and a whopping 240 fps in 4K. This opens up a world of creative possibilities for capturing dramatic action sequences or ethereal, dreamlike imagery. 

You can also shoot at 224 fps in 8K 2.4:1 or 144 fps in 8K 3:2 open gate. Even at its highest resolution, you can still shoot 120 fps in 12K 2.4:1.

ANAMORPHIC SHOOTING 

For those who crave the classic widescreen look, the URSA Cine 12K supports anamorphic shooting with a range of de-squeeze factors (1.3, 1.5, 1.6, 1.66, 1.8, and 2x). This allows you to create cinematic images with that signature anamorphic bokeh and flare. 

What an amazing feature for the cost, as anamorphic shooting has typically been reserved for higher-end and more expensive cinema cameras.

BUILT-IN OLPF (OPTICAL LOW-PASS FILTER)

An often-overlooked but crucial element, the OLPF helps to reduce moiré and aliasing, ensuring your images are clean and free of unwanted artifacts. 

The URSA Cine 12K’s OLPF is specifically matched to the sensor and features updated IR filtering for improved far-red color response.

MULTIPLE RECORDING OPTIONS

The URSA Cine 12K Body includes a dual CFexpress media module, allowing you to record to industry-standard CFexpress cards. These cards offer fast data rates and are readily available. 

For those who need even more storage capacity, Blackmagic Design offers an optional 8TB Media Module.

BLACKMAGIC RAW

This proprietary codec offers the perfect balance of image quality and file size, giving you incredible flexibility in post-production. You can adjust white balance, exposure, and other parameters in DaVinci Resolve without any loss of quality. 

This is particularly helpful in run-and-gun situations where you are unable to do a custom white balance for each shot.

PROXY WORKFLOW

The URSA Cine 12K can simultaneously record a small H.264 proxy file alongside the Blackmagic RAW footage. This proxy file can be quickly uploaded to Blackmagic Cloud, allowing your editor to start working on the footage almost immediately, even while you’re still on set. This is a massive time-saver for fast-turnaround projects.

CONNECTIVITY AND WORKFLOW: DESIGNED FOR THE MODERN SET

The URSA Cine 12K is not just about image quality; it’s also about a streamlined workflow. It’s packed with industry-standard connections, including Lemo and Fischer connectors for remote control and powering accessories, 12G-SDI outputs, 10G Ethernet, USB-C, and XLR audio.

BLACKMAGIC CLOUD INTEGRATION

This is a game-changer for collaborative workflows. You can record directly to Blackmagic Cloud, allowing your team to access the footage from anywhere in the world. This is perfect for remote editing, color grading, and VFX work.

LIVE STREAMING

The URSA Cine 12K has a built-in hardware streaming engine that supports RTMP and SRT protocols. This means you can live stream directly from the camera to platforms like YouTube, Facebook, or even directly to clients. 

The live streaming feature has obvious applications for live events, but it can also be used for remote monitoring or even as a high-quality webcam for virtual meetings.

DUAL MONITORING OPTIONS

The camera features a large 5″ fold-out HDR touchscreen on one side and a color status LCD on the other. Additionally, there’s a dedicated assist station with a second 5″ HDR touchscreen, allowing multiple crew members to monitor the image simultaneously. 

There’s even a dedicated focus puller’s mode to help achieve perfect focus.

Video Notes are seamlessly integrated into our platform, providing a user-friendly and intuitive experience. To create a new note, simply click on the note icon while watching a video. You can also add timestamps to your notes to mark specific points within the video for quick reference later. 

You can also view all of your notes at any time by clicking on your profile and selecting the Notes tab. Just note at the time of this article, this feature is only available on the desktop web browser. However, an update for the mobile version is expected later this year. 

IMPORTANT CONSIDERATIONS

It’s important to remember that Video Notes is currently in beta, which means it’s still under development and may have some limitations. Rest assured, we’re diligently working on refining and expanding its capabilities based on valuable user feedback. 

Each note is currently limited to 3,000 characters. If you require more space, you can easily create additional notes. Your notes are completely private and only visible to you. Filmmakers Academy staff may only access your notes for troubleshooting or support purposes if absolutely necessary, and they will always handle your data with the utmost confidentiality.
